Job Vacancy
We have an opportunity for a permanent part-time post as Parish Clerk which incorporates the duties of the Responsible Finance Officer.. This would initially be worked over 22 hours per week, subject to negotiation, ideally as 5.5 hours a day Monday – Thursday, with flexibility to attend evening Council and Committee meetings.
GRADE: SCP Points 30 to 33 [FTE £39,513 to £41,708] per annum pro-rata
Working Arrangement
Reporting to the Chair of the Parish Council. Your work will include some evening work. Core working hours and days to be agreed with the post holder.
Main purpose of the Job
We are looking for a good communicator, administrator and manager to support the work of the Parish Council.
You will act as the Council’s Proper Officer and Responsible Financial Officer. You will also assist in the administration of the Kenwyn Parish Community Benefit Fund among other duties.
As the Proper Officer of the Council, the Parish Clerk is under a statutory duty to carry out the instructions of the Council and to serve or issue all the notifications required by law.
The Parish Clerk will advise the Council on, and assist in, the formation of overall policies to be followed in respect of the Council’s activities and, in particular, to produce all the information required for making effective decisions and to implement constructively all decisions made by the council.
The person appointed will be responsible for the management of the council’s resources, staff supervision and staff management and will take the lead on the Council’s major projects. The Parish Clerk is accountable to the Council for the effective management of all its resources and will report to them as and when required.
Requirements
The ideal candidate will be CILCA qualified or working towards the completion of CILCA and must have significant senior administrative experience and demonstrable financial acumen and or working towards gaining FILCA. They should also have a good legal knowledge of the statutory framework concerning the management and running of a Parish Council and experience in managing and supervising staff.
The ability to travel around Kenwyn Parish Council is necessary to complete inspections, meet with contractors and attend in a timely manner to Parish Council business as the need arises.
